1. Railroad. The locating is this side of YViuusboro, and is fast reaching our parish, and now it is only left to us to vote the tax and the road is ours. We know that thWe ar reports in circulation that would dampen the ardor of the people, that would throw cold wiler on their zeal and the an ticipated greatness of this parith.J but it is the same old story, accompanied by the same everlasting moral That an ox, belonging to some one else, is being gored. That there is seme other communit3 which is envious of the fair prospects that now appear on the horizon, and would cover tiit.be ittvspect ith a cloud of complete envelopment.

We here state, upon the information from the representativea-of road, that if-this road, does go by Monroe it will never Richland parish. Can our people afford to take any chances? Can they lie deluded by the plausible arguments of those who have no interest in our welfare? The tax voted to Judge Iloyt's road has lieen now let our people go to work, vote the tax to the Fort Scott road, ami not be deluded by those who will do all they can to defeat the tax. At a meeting of citizens inward 7, held at this place, W. Myers as called to the chair, and Dr. M. Milam secretary. The Chair stated object of the meet ing as follows: That we express ourselves in condemning the late acts perpetrated against citizens of Jewish descent residing doing business in Delhi.

On motion, the Chair appoint! comutiUee of three to draft resolutions, viz: J. F. Hurns, Dr. Y. M.

Milam, J. T. Stokes, who submitted the following: Resolved, That we regret to see tiie animosity shown to our Jewish fellow-citizens residing in Delhi, this parish, and we declare, ourselves utterly opposed to al! such acts of violence, and denounce the same as being against the laws and peace of the State of Iniisiaua. Resolved. That we regard such acts as detrimental to our endeavors in obtaining immigrants to.

Resolved, That we herein callupon our District Attorney, whose duty we consider it to be, to thoroughly investigate the late riotous and would be murderous acts of parties in Delhi against the Jews doing business there, that Le. sUtultL. ia our opinion le as protect their lives and projerty as any other. Corn for Apecial rom Hiawatha, Kansas, to Kansas City, says that the, farmers of that vicinity- are burning corn for fuel, finding it cheaper than, coal.

Com is sold on tlic farm at 20 cents per bushel, while the average price of coal delivered at the farm ranges from 22 to 2:5 cents per bushel. The Farmers' Alliauce here brought the atteution of the farmers to the relative prices of the two commodities aud advised that half the corn crops lie used as fuel, thus advancing the price of the other half and "saving mouey in their fuel bills. The farmers have begun to- act on this advice. In France if a patient, who is under chloroform shows anv signs of. heart failure, those in attendance hold him head downward till he is restored.

Whereas, more than one-third of the property tax-payers of Richland parish have presented in proper form to the Police Jury of the parish of Richland, a jtetition praying that an election be ordered for the purpose of submitting to the property taxpayers of Richland parish a proposition to vote and levy a special tax of five mills per annum, on the taxable property of Richland parish, for the period of ten consecutive years, in aid of the New Orleansv.Natclrez'!t Fort Scott Railway Company, on the conditions hereafter set out Therefore, lie it ordained by the Police Jury of Richlaad.

I). 1S1I0 at the various polling, precinct iu Richland parish, to vote on the proposition to- lev- a special tax of five mills per annum for the pre i-k1 of ten consecutive years, on the taxable property of Richland parish, in aid of the New Orleans, Natchez Fort Scott Railway company and corporation, upon the following conditions, to wit 1st. In the event said special tax voted on Nov. 2nd, 1KXG, in aid of the New Orleans, Natchez Fort Scott Railway coinpany, is regular, legal and valid, the said Railway company shall have the right to claim, demand and collect said social tax voted in its favor on November 2nd, IhxG, the special clectidii under this petition not to prejudice, waive or in any way-affect right of said railway company, successors or assigns, to such special tax if regular, legal aud valid.

2nd. In the event the said special election held and special tax voted on Nov. 2nd, lxC, in aid of the said railway company, is regular, legal and valid in the sum of five thousand dollars per annum, ami fifty thousand dollars for ten years and no more, although a five mill lax may exceed five thousand dollars per annum, and fifty thousand dollars for a period of ten years, then the election under this petition shall -L for such additional amount as the five mill tax may exceed live thousand dollars per annum and fifty thousand dollars for the period of ten years. 3d. Iu the event the special election and special tax voted on Nov.

2nd, 18MG, iu aid of the New Orleans, Natchez Fort Scott railway company, is irregular, illegal, null and void, then the special election under thjs petition shall lie for the full five mijl tax on the taxable, property of Richland parish for a period of ten consecutive years, in aid of the New Orleans, Natchez Fort Scott railway company, its successors or assigns. 4th. In the event the special tax voted on the taxable property of Rich laud ps.ri.sh. on August lili, 1H.S7, ia favor of the Louisiana Arkansas railway company is legal and valid, not forfeited and should be earitfcd. and the said sjiecial tax voted in.

Among other tilings, it is asserted that prohibitory laws are at variance with the spirit of American institutions. Now. this is just another cropping out of the personal liberty business! If the reader will investigate this question by the light of history, he will find that an excess of tlii very personal liberty has been the death of every republic since the world liegan.Wlieu very citizen of our vast domain shall have become educated, virtuous and incorruptible, we maj- Wgin to prate this oft quoted principle. At pres ent, we are nut even in sight of such a Eutopian t-tate of society. It has lieen affirmed that under high license, saloons would almost disappear in rural districts and small towns.

This, we fear, is a grave mistake. For instance A young man. who has stood liciifnd the bar in our village, gives tea dollars cash, jier diem, as the average receipts during the dullest ses'n, Multiply this by (no deducting for Sundays in this country), and we have Multiply tlT.s again by five, the iiumIkt of saloons in town, and we have Now, suppose the to be 1,000, it would not le more: Could net one man well afford to pay a $1,000 an $1,000 business; or, eveiij two men pay each a license for a business of each? Then there would lie an excuse of high license for a rise in prices. Meanwhile, the taste of the imbiber would remain unchanged. Result: The drinking workingmau, who now wears a hat, would have to go to hear Sam Jones in a calico sun-bontHjtf and some of the children, who now study in the rough, uncomfortable school houses of our country, might have to sir under umbrellas to keep the rain off.

Such a measure might inflate the State treasury, the liquor would le none the loser; buti you. my friend, would still come out at the little end of the horn. Certainly, drunkenness should not unpunished, but we confess to a ifirjstian compassion for the erring; and it does rcciu to us the refinement of cruelty for the law to permit a oor wretch to be erictitally tempted and then punish him beeause.be had not the moral stamina to resist temptation. A people who adopted, uch a policy should blot the (loldeu Rule troiu their statute book.

In this matter of prohibition, we are too easily discouraged we expect immense results at once, which, from the nature of the disease, we mast not look for. History shows us no instauce of a great moral reformation accomplished without numerous defeats, cej-ai'less struggles, lie not discouraged ye, who toil for the redemption of man. The ba-ts of intemperance are rich and iowerful, while the ranks of the opposing lines art. fillet! up mainly by frail women. The Protestant Churches, with few exceptions, have gone over to their help, and very recently the Catholic Congress, which convened at llftlti-more, instructed all good Catholics to unite with Protestants to secure temperance and Sabbath, observance.
